Plans to construct a 60-unit age-restricted affordable housing complex along Esterbrook Avenue will move forward with legislation introduced and adopted last week.

City Council introduced an ordinance (O-20-22) and approved a resolution (AR-108-22) during its June 13 regular meeting regarding the Esterbrook Avenue Redevelopment Plan. The resolution “certified the need for age-affordable rental housing within the Esterbrook Avenue Redevelopment Area.” The ordinance adopts the Esterbrook Avenue Redevelopment Plan, amending the zoning district map to reflect the rezoning of the area by that redevelopment plan.
The ordinance will come up for second reading — a public hearing and final vote — during the City Council’s next scheduled regular meeting on July 11.
In April, City Council approved a resolution designating Ingerman Group of Collingswood as redeveloper of five Esterbrook Avenue properties that have been studied over the past few years. Ingerman was the developer that constructed the The Willows, a 58-unit complex on Central Avenue geared toward people in the arts and entertainment field. Last summer, the governing body adopted a resolution directing the Planning Board to draft a redevelopment plan, which came after the board studied the five lots and deemed then in need of redevelopment.
The properties are all located within Block 151 on the city tax map. According to property records, three of the lots were acquired for a total of $910,000 since the start of 2021 by an entity named Iconic Development Partners or Iconic Estates:
- Lot 20 / 1436 Esterbrook Ave. — $370,000, June 21, 2021
- Lot 21 / 1430 Esterbrook Ave. — $230,000, Jan. 28, 2021
- Lot 23 / 1410 Esterbrook Ave. — $310,000, Jan. 15, 2021
Lot 7 is a narrow, city-owned driftway between Esterbrook Avenue and Bryant Street. Lot 22 is owned by an entity called Esterbrook Estates that acquired the property for $825,000 in 2018, according to property records. It lists the same Jersey City address as the Iconic Estates, the entity listed as the recent buyer of Lot 21.
The 60-unit senior housing complex would have an address of 1430 Esterbrook Ave.
