City Council passed two resolutions during its regular meeting on Monday night. The first (AR-171-23) supports potential remediation of four Esterbrook Avenue properties where a senior housing complex has been proposed. Those properties are 1436 Esterbrook Ave. (Block 151, Lot 20), 1430 Esterbrook Ave. (Lot 21) and 1416 Esterbook Ave. (Lot 22), and 1410 Esterbrook Ave. (Lot 23).
City Council plans to acquire the four Esterbrook Avenue properties for $2.5 million and flip them to a developer to pursue a concept plan for a 60-unit senior housing complex on the site.
Another (AR-172-23) supports potential remediation of properties at the corner of Seminary Avenue and Irving Street where a jazz club proposed many years ago never panned out.
The city acquired three lots in 2020 associated with the former KC Jazz club concept for $500,000, according to property records: 1646-8 Irving St. and (Block 162, Lot 5), 1654 Irving St. (Lot 6), and Seminary Avenue (Lot 7). The properties are part of the Arts District Redevelopment Plan developed in 2020.
According to the resolutions, City Council has “determined that there has been, or it suspects that there has been, a discharge of hazardous substances or a hazardous waste on the property, and the city is applying from the Hazardous Discharge Site Remediation Fund (HDSRF) for funding for the investigation and cleanup of the property to determine the extent of any hazardous substance or hazardous waste.”
