Monthly parking permit fees to increase by $10

Monthly parking permit fees are expected to rise by $10 under legislation to be approved by City Council next week. It would be the first increase in several years.

The governing body introduced an ordinance (O-40-23) at its Sept. 11 meeting to set new monthly permit fees for the parking deck and surface lots. A public hearing and final adoption is scheduled at the governing body’s Oct. 10 meeting.

Current parking deck and surface lot monthly permit fees can be found in the city code, within § 401-83 Schedule XXIV: Parking Meter Zones, under (B)(2) Parking Deck & Surface Lot Monthly Permit Fees. Monthly permit fees will rise by $10 per month — ranging from 11% to 17% depending on the type of permit — except for Deck Priority Permits, which will increase by $20, or 13%.

In 2018, City Council approved dissolving the Parking Authority. and shifted parking operations to a Parking Utility within the Administration. In the process, the city assumed and refinanced $3.6 million in Parking Authority debt.

The Parking Authority at the time had managed the 524-space parking deck on Lewis Street, on-street parking meters, and another 473 parking spaces in lots and spaces around the city. The 473 spaces at the time included Lot B, which has since been redeveloped into The Mint apartment complex.

The Parking Utility had an anticipated budget of $2.441 million broken down in the municipal budget by revenue as follows:

  • $1.1 million, parking fees
  • $541,000, ground lease
  • $500,000, operating surplus anticipated
  • $300,000, reserve for rate stabilization

That’s up from a total $1.926 million in 2022, which did not include any reserve for rate stabilization and $900,000 in parking fees. The $1.682 million Parking Utility budget for 2021 was roughly in line with annual budgets of the Parking Authority, which ranged from $1.5 million to $1.7 million.
