Phase 2 of Dornoch to Planning Board

Developers have submitted plans to the Planning Board for the second phase of the Dornoch II development downtown.

Engineer Jacqueline Dirmann reported on two projects during her report to commissioners at the Feb. 17 Redevelopment Agency meeting: An update on Phase 1B of Meridia Brownstones on Elizabeth Avenue and Dornoch II at Main and Poplar streets.

Dornoch II submitted Phase 2 plans to the Planning Board. “We’re reviewing for completeness,” she told commissioners, with an expectation that it could come before the Planning Board at its March 23 meeting.

Phase 1 of the Dornoch II project was The Mint on Monroe and Main streets. The 116-unit complex was completed in late 2019, opening in January 2020.  The five-story project includes 57 one-bedrooms, 35 two-bedrooms, and 24 studios, over a ground floor of 119 parking spaces, and about 2,220 square feet of commercial space.

Phase 2 of the project will be for the north building, spanning from Main Street at Poplar Street along Monroe Street, up to The Gramercy. The Gramercy is a 42-unit development with ground-floor commercial space at the corner of East Cherry Street and the extension of Monroe Street. The five-story project opened in 2018. The ground-floor commercial space at 40 E. Cherry St. is now occupied by The Hive dance studio.

The Redevelopment Agency was presented with plans from Dornoch II in October 2019 to expand the second phase from 92 units to 108 units, and for the parking garage to include about 22 additional spaces. City Council later finalized a land swap in February 2020, which amended the financial agreement with the developer and conveyed a lot for $55,000 to Dornoch II.

Dornoch II Urban Renewal, LLC, is a partnership between Fields Development Group and Slokker Real Estate Group.

The entire development ultimately will pay about $360,000 in the first year of its 30-year Payment In Lieu Of Taxes (PILOT) agreement, approved by City Council in 2014. Payments will increase about 3 percent annually.
