City Council approved a resolution (AR-14-23) during its annual reorganization meeting on Tuesday night, confirming Mayor Raymond Giacobbe’s appointment of Jonathan Parham as city administrator through 2023. Parham currently serves as police director.
The mayor and former City Administrator Jacqueline Foushee “mutually agreed to part ways,” according to Public Relations Coordinator William George. Giacobbe won re-election to a new four-year term in November.
Parham and Foushee were appointed to their respective positions in May 2021 amid a reorganization of City Hall in general. Foushee was appointed business administrator, effective Sept. 1, and Parham was appointed police director, effective July 1, both through 2022. At the time, their annual compensation was set at $170,000 and $165,000, respectively.
Parham will serve in both roles until a new police director is hired and will earn the same annual compensation that Foushee did.
Law Director Lou Rainone determined there is no conflict of interest with Parham serving as city administrator and his wife, Ebony, serving on the Redevelopment Agency, according to George. Ebony Parham was appointed to the Redevelopment Agency in October through 2023, to serve the remaining 15 months of the original term held by Dorian Timmons, who stepped down earlier in 2021.
Jonathan Parham will be the fourth administrator since Giacobbe’s tenure as mayor began in 2019. Robert Landolfi served as interim administrator in 2019, succeeding Cherron Rountree, and held the position until Foushee was appointed last year. The city administrator post is appointed on an annual basis.
Giacobbe was appointed interim mayor in early 2018 after the resignation of Samson Steinman. He earned election to his first full four-year term in November 2019 and was re-elected to a second four-year term this past November.
