Properties hit with cleanup liens

Twenty properties — including at least three repeat offenders — were slapped with liens totaling almost $12,000 to recover costs related to city cleanup.

City Council approved a resolution (AR-53-21) during its meeting via Zoom on Monday night authorizing the filing of liens against the 20 properties, totaling $11,894.50.

The Jefferson Avenue, Fernote Street and Seminary/Church Street properties have previously had liens filed against them in recent years:

  • 2253 Winfield St., Block 255/Lot 24 – $1,985
  • 767 Leesville Ave., Block 279/Lot 10 – $1,697
  • 1022 Jefferson Ave., Block 138/Lot 1 – $1,385
  • Lot at Seminary Avenue and Church Street – $1,050
  • 1606-08 Fernote St., Block 203/Lot 10 – $817.50
  • Madison Avenue & Albermarle Street, Block 25/Lot 15 – $645
  • 613 W. Hazelwood Ave., Block 109/Lot 1 – $620
  • 1416 Esterbrook Ave., Block 151/Lot 22 – $560
  • 196 Lafayette St., Block 324/Lot 23 – $570
  • 1186 Jaques Ave., Block 90/Lot 4 – $500
  • 450 Seminary Ave., Block 166/Lot 24 – $412.50
  • 54 W. Inman Ave., Block 11/Lot 6 – $390
  • 327 Brookfield Place, Block 295, Lot 8.01 – $330

Under state law and city code, a code enforcement officer is “authorized to serve notices to abate nuisances, including but not limited to brush, weeds, ragweed, dead and dying trees, stumps, roots, obnoxious growth, filth, garbage, trash, and debris,” according to the resolution. A code enforcement officer is authorized to direct the removal of nuisances from property “after notice of abatement is served and the mandatory compliance period has expired.”
